ABSTRACT

We need to make The Special Council actions more transparent and controlled by the DAO since their hidden activity harms the organisation.

MOTIVATION

There are a lot of things happenes behind the scene by the very small group of players who should serve the DAO, not to control and use it. Overcontrol and bureaucracy by these group almost killed proposal creation, discussion and voting activity.

For example at the moment we have 88,000 holders. And one of the most recent proposals collected only 612 votes, and just three out of all voters In favour of the proposal represented around 1/3 of all voting power. This makes our DAO a joke.

RATIONALE

Without decentralisation the DAO can’t function properly. This proposal is the first step to reveal the problems and save the DAO from centralisation which serves in favour of small groups of insiders and lobbyists making the DAO weak.

STEPS TO IMPLEMENT

The Special Council should discuss proposals only openly and using https://forum.apecoin.com/

This should be clearly communicated how and when The Special Council members are getting compensated, if so

Total time allocated to Administrative Reviews of proposals by the Special Council should be limited by 14 days

If The Special Council or administrators reject for some reason a proposal, they should work on and offer to an author an alternative version of a proposal that The Special Council will be able to accept

Every question to authors of proposals from administration or The Special Council should be accompanied by an explanation and motivation of why a question was asked

TIMELINE

Start immediately after voting is over.

OVERALL COST

There is no expenses to be spent.

Love the 1st idea. If they will discuss openly here it will bring much more attention from holders to the forum.

  1. Cartan Group LLC to report on how many people work under APE Coin project, who are they, who and how are getting paid. We also need to see job descriptions and responsibilities of every hired person.

  2. Cartan Group LLC should report every week on what was done by every hired person.

  3. If The Special Council rejects for some reason a proposal, they should work on and offer to an author an alternative version of a proposal that The Special Council will accept.

  4. Every question to authors of proposals from administration or The Special Council should be accompanied by an explanation of why a question was asked.

Agree and would add, I feel community members could benefit from some guidance and easy to follow channels to find out info. Building new complex systems, like this DAO, definitely take time and practice. They can easily get bogged down in convoluted info and details. How do we create habits and incentives for community members to partake in building along with the board?

If there are players who can just ignore a proposal and stop it from moving forward, can we call it a DAO?

This seems well intentioned to me, and of probable benefit.

Am not in favor of the confrontational / negative language or casting aspersions though.

This AIP Idea was tagged as “Needs Administrative Review” and sent to the Special Council. Upon careful review, the proposal has been deemed “Return for Reconstruction”. In doing so the Special Council cited

While transparency is important discussions that are not revealed is intentional given that there could be considerations that are not supposed to be public due to matters of safety and security, for not just SC members but also the DAO, that is the reason SC members sign NDAs as well as other members who work closely with the DAO so they can operate a certain way. This incidentally is also typical for governments, foundations, etc. as in operating under confidentially clauses.
The general view is that voting in new SC members solves for that.

We thank the author for their participation and encourage everyone to continue sharing ideas with the ApeCoin DAO Community.
