Facilitator Note #25: On-Chain Governance and AIP Process Update

Dear ApeCoin DAO Community,

As you may recall, AIP-582 successfully passed DAO vote, and with it comes the promise of a new era of heightened decentralization and on-chain governance. Snapshot X was chosen to develop the DAO’s on-chain voting platform, and construction of the site is nearing the home stretch.

With this in mind, the Foundation has announced that the AIP process will be halted until the ApeCoin DAO has fully transitioned to on-chain governance. All current AIPs will need to be resubmitted through the new on-chain process, and no new AIPs will be accepted by the Foundation.

We will be sure to keep the community up to speed with any updates from the Foundation as soon as they’re available to be released. Thank you for your support during this period of transition.

Will the AIPs that are under review continue to be reviewed?

I saw that but I assumed it would be put on chain after admin review. Does this mean now there is no admin review?

Does the current AIP (under administrative review) need 250k APE backing to be resubmitted?

It is my current understanding that all AIPs will now need to be resubmitted through the Phase 1 temperature check.

Phase 1: Temperature Check (1 week): The AIP is suggested on the Discourse and discussed/debated for 1 week. The AIP should be accompanied by a Snapshot poll or other method as determined pursuant to the governance process, which can only be submitted by an address that can vote at least 250,000 Votable Tokens. The Snapshot poll also runs for 1 week, and is decided by a simple majority with no required participation threshold. An AIP that fails the temperature check must not be submitted for a vote.

Originally, we understood that the temperature check together with on-chain voting would eliminate the admin review. However, it is now apparent that Phase 2 KYC and CONTRACT NEGOTIATIONS will become the new admin review.

Phase 2: KYC and contract negotiations (0-14 days): During this phase, if applicable, the Ape Foundation will be tasked with oversight and administration of the AIP, including, but not limited to, conducting KYC and contract negotiations. Coming to contractual terms at this phase will allow for votes approved in Phase 4 to be self-executing.

That is to say that unless the AIP author and the Foundation come to contractual agreement, an AIP will not be submitted for on-chain voting.

Thanks for clarifying. So the admin review exists, but it will focus on different things. Missed the tweets too, thanks for the screenshot.

Not sure why we were (implicitly) led to believe that AIPs that are being reviewed will get through the old process. Would have saved everyone involved a lot of time and effort by just pausing all AIP processing.

Is the format of the current AIP submission aligned to that of the new AIP-582 phase 1 & phase 2 submission format? If not, can we get those so we can prep for the new format please. Thanks!

Also can a temp check be submitted without the 250,000 APE held by the submission account and it can gain that level of support during temp check or it needs 250,000 APE to enter temp check?

It is my understanding that the 250k requirement will apply to all.

Correct, there will be a 250k $APE minimum required for posting in the AIP Temperature Check phase.

So, to submit an AIP, my team has to put up $175,000 to get considered?

Or am I missing something?

While 250k $APE is now a Temperature Check standard, there are active discussions among delegations right now to help support and potentially sponsor AIP authors. Conversations remain ongoing, but we’ll be sure to update with any news.

Seems counterintuitive.

Why would I seek funding if I had $175k to borrow against?

I suppose we will need to lobbying for “supporters” to submit our proposal to the temp check. Because there is no way that I get 250k from who knows where to ask for $20k

@Chris.Admin am I correct? we will have to find someone that supports our idea to make it to the temp check right?

That’s correct, if authors do not have the 250k/500k token threshold required to create the Snapshot proposals, they’ll need to seek support from the community or delegations. Over the coming weeks, we’ll be preparing resources and guidance to help authors connect with delegations and navigate this process.
