PROPOSAL DESCRIPTION:

The APE Foundation has recently posted a proposal to revamp ApeCoin DAO governance, entitled “ApeChain, On-chain – ApeCoin DAO Governance Revamp”. That proposal would eliminate Special Council elections, sunsetting the role of Special Council entirely. It can be found here: ApeChain, On-chain – ApeCoin DAO Governance Revamp

This AIP proposes to pause Special Council elections, pending the outcome of the proposal entitled “ApeChain, On-chain – ApeCoin DAO Governance Revamp”.

BENEFIT TO APECOIN ECOSYSTEM:

This proposal benefits the ApeCoin ecosystem by respecting the time, resources, and energy of the ApeCoin DAO community members who might wish to run for Special Council, as well as the time, resources, and energy of ApeCoin DAO community members who might wish to vote for and learn about Special Council nominees.

STEPS TO IMPLEMENT:

ApeCoin DAO Special Council elections normally occur in November & December.

The APE Foundation is directed to pause the ApeCoin DAO Special Council elections until the ApeCoin DAO has voted on the proposal entitled “ApeChain, On-chain – ApeCoin DAO Governance Revamp.”

REPORTING EXPECTATIONS:

The expectation is that this proposal would be implemented by the DAO’s administrative team. The community should regularly review the impact of this proposal. If accepted, the administration and the community should review the impact of the updates after the 3-month period for conflict ends.

OVERALL COST:

Total amount requested from the ApeCoin Ecosystem Fund = $0.

Personally not a fan of more trust me bro.

Elections bring attention to the DAO. And plus I’m not liking this very centralised feel lately. Be good to get some more people from outside a seat at the table.

BTW - I’m glad you’re still active - can you please respond to my questions regarding the year contract for the administrators and why they are still in place without a further RFP or DAO vote. You can reply to my forum messages x 2 or my email. Same goes for @Ape.Admin and other special council members.

Maybe if we had new special council members in place we could end this zero transparency and accountability stage that had become normal around here.

Why not all SC just step down like Airvey did if everyone agree with [No more dumb shxt] but require tons of AIP before this happen?

@Waabam Shouldn’t we just proceed to a vote on the SC positions and table sunsetting the positions until the end of the term of the existing SC members?

Given that the job descriptions of the SC have been clarified to be merely in an advisory capacity, I would think that the community would want to have some level of transparency that could be provided by SC.

If we move to administrators only, what person would be accountable to the DAO members to answer questions that the community might have in relation to governance?

Wouldn’t it be more effective for the AIP that revamps governance include a provision that ends the special counsel, thereby ending the need for elections?

The previous plan for on-chain voting, as stated on the ApeCoin website, included “Implementing on-chain voting” AND still “Voting annually to elect members for the DAO’s Board”; Special Council.

The RESET plan currently proposed would do this and more; adding jobs for the Special Council to perform around communication and coordination between the DAO contractors and the community. These individuals would be beholden to the DAO and subject to removal by vote.

Additionally, the previous plan was also to bring the other jobs currently being performed by 3rd party contractors in-house by …

"Hiring DAO members to take care of administrative, project management, and moderation tasks to replace the company appointed" … to perform those tasks.

I believe that more transparency is needed, not less, and feel that migrating the tasks currently performed by the Special Council to 3rd party contractors is the exactly the opposite and wrong direction for the DAO and would result in less transparency for the community.

That is officially the shortest period of time that it has taken an AIP idea to move forward to vote.

This proposal is live for vote on Snapshot. The voting period closes 13 days from now at 9PM EST.

The AIP implementation is administered by the Ape Foundation. Implementation may be immaterially or materially altered to optimize for security, usability, to protect APE holders, and otherwise to effect the intent of the AIP. Any material deviations from an AIP, as initially approved, will be disclosed to the APE holder community.

Disclosure: I am coauthor to the RESET Bill, an AIP about empowering and adding transparency to the existing Special Council.

I prefer to see Elections proceed. I believe the DAO needs the Special Council to act as its elected body to speak for the community members.

Is this proposal also extending (temporarily) all the current SC? If so, for how long? Or does it mean by Jan if the Revamp doesn’t pass vote there will only be 2 or 3 Special Council members?

As by Jan, BoredApeG will hit the 2 year limit in the Special Council. (Hazel would be up for re-election). So by Jan:

One person is fully vacant
A 2nd person has hit the term limit
A 3rd person would be up for re-election.

We have revised AIP-553 according to community feedback.

AIP-553 now proposes sunsetting the 5-member Special Council at the end of their current terms and replacing those roles with 3 DAO Advocates that will provide transparency, treasury oversight, and communication between the DAO, Delegations, AIP authors, and the Ape Foundation.
